double headed eagle (or split crow) has been used a lot. Black on yellow was also Holy Roman Empire, also used in Austria, and is (I thought without the yellow) part of the arms/heraldry of the Eastern/Greek Orthodox church. So is that domed building an OC?

Agreed. Some poor decision making on display.
